Students with a high test score but low income has a less chance of finishing college than a student with a low test score but high income. See the graph to the left..
Add on that Pell Grants and other government programs have been reduced for low income college availability. Not on this graph.

In 1979-1980 Pell Grants paid for 99% of two year tuition and 77% of public four year tuition. Today Pell Grants pay for 62% for the two year and 36% for the four year.

Access to education is now more a function of income and wealth than ability or merit. If someone says they are for education equality but not for increased government scholarship programs that person is a hypocrite.
